Step 1: Meet Eligibility Requirements

  • Be at least 18 years old
  • Be of good moral character
  • High school diploma or GED equivalent
  • No disqualifying criminal conviction (reviewed on a case-by-case basis by the Commission)
  • No U.S. citizenship or Delaware residency requirement

Step 2: Complete 99 Hours of Pre-License Education

Enroll in and complete a Commission-approved 99-hour pre-license course. This is one of the highest pre-license hour requirements in the United States.
