Explanation

A Phase I ESA is a non-invasive investigation that identifies recognized environmental conditions (RECs) through government database searches, review of historical records including aerial photos and Sanborn maps, site walk-through, and interviews with owners and occupants. Phase I does NOT include sampling. If RECs are found, a Phase II ESA involving soil and groundwater sampling may be recommended. Completing a Phase I ESA is required to qualify for the innocent purchaser defense under CERCLA.
